The November 2014 Global Medicaid Cap Report is now available here: http://www.health.ny.gov/health_care/medicaid/regulations/global_cap/monthly/sfy_2014-2015/docs/november_2014_report.pdf. The Global Cap was implemented as part of the Medicaid Redesign Team when the Governor was first elected. If the state does not stay below the cap, the Commissioner of DOH is authorized to take action to bring it under the cap, including imposing cuts on providers. So far, spending has stayed below the cap each year since it was imposed.
Total State Medicaid expenditures under the Medicaid Global Spending Cap for FY 2015 through November are $10 million, or 0.09 percent, under projections. Some of the savings from MRT are going into housing so we want to see this trend continue.
One highlight of the report is that all inpatient costs have gone down in every region in the state from April – November. We’ll see what the numbers are once the winter months are calculated into the total numbers.
