Cuomo appoints Paul Francis as Deputy Secretary for Health

The Cuomo administration has appointed Paul Francis, a former state budget director under Governor Spitzer, to serve as the Deputy Secretary for Health who oversees health policy, including Behavioral Health.

Mr. Francis started this week as deputy secretary for health, a position previously held by Courtney Burke, who left on July 8th for a job at the Albany Medical Center.

Mr. Francis served under three governors.  He was a campaign policy adviser to former governor Eliot Spitzer, who later appointed him budget director and director of state operations. He stayed on when David Paterson became governor; Governor Andrew Cuomo then appointed Francis as head of the SAGE Commission, which issued a report on streamlining government.

Francis also was a board member of the United Hospital Fund and GNYHA Ventures, the for-profit arm of the Greater New York Hospital Association.
