Behavioral Health Managed Care Updates

There have been updates to the behavioral health section of the MRT website.

HCBS Provider Manual

The Office of Mental Health (OMH), Office of Alcoholism and Substance Abuse Services (OASAS), and the Department of Health (DOH) have released the initial Home and Community Based Services (HCBS) Provider Manual for new HCBS behavioral health services that will be available to eligible adults with significant behavioral health needs through Health and Recovery Plan (HARP) Managed Care product lines beginning in NYC in April 1, 2015. Please note that this manual is subject to change based upon the final terms and conditions approved by CMS.

This document describes the HCBS services as well as the basic requirements for any entity that is interested in providing HCBS behavioral health services within New York’s public behavioral health system. All programs wishing to provide HCBS must apply to be designated for each service they propose to offer and attest to meeting the staffing and service delivery criteria as outlined in the manual. Applications must be submitted via an online portal on the OMH website that will be available beginning in October.

New York State is seeking stakeholder comments/questions on this HCBS Manual. Please submit any comments/questions on the HCBS manual electronically by December 5, 2014 to [email protected].

Behavioral Health Medicaid Managed Care Kick-Off Forums

OMH, OASAS, and the Department of Health are pleased to announce that three dates have been added to the series of Behavioral Health Medicaid Managed Care Kick-Off Forums. To assist behavioral health providers, New York State has contracted for a Managed Care Technical Assistance Center (MCTAC). All New York State behavioral health providers serving adults and children are invited to send administrative, fiscal, and clinical senior executive leadership representatives to attend one of the Kick-Off Forums to learn more about the upcoming changes in Medicaid managed care.
