1915(i) Home and Community Based services will be a new line of business for most of you.  You are all qualified to provide some or all of these services.

  • You must apply for each service.
  • Applications must be submitted via an online portal on the OMH website that will be available beginning in October. Additional guidance will be available shortly.
  • All New York City provider applications must be filed on or before December 5, 2014, but applicants are encouraged to submit prior to that date.
  • Applications for the rest of the state may be submitted at this time, however official provider designation for areas outside of the New York City service area will not be made at this time.
  • Additional guidance will follow concerning the application deadlines for the rest of the state.

  • To date, only Medicaid providers could be Safety Net Providers for purposes of DSRIP;
  • Many non-Medicaid providers, however,  wanted to be full partners in DSRIP;
  • Those providers can become full partners in DSRIP, if they become Medicaid providers by offering 1915(i) services and if they are designated a Vital Access Provider (VAP) by filling out the VAP form.

A provider can become a 1915(i) provider and NOT be part of DSRIP and so NOT apply for the VAP exemption; although we do not recommend this course of action.  The state’s plan is to run all the Medicaid money though the Performing Provider Systems that are being formed as part of the DSRIP, so it makes sense to start working with them sooner rather than later.
