Justice Center Guidance Memorandum: Use of Social Security Numbers in Abuse and Neglect Investigations

Please review the following memorandum issued by the Justice Center, relative to the submission of Social Security Numbers of custodians who are the subjects of allegations of abuse and neglect – Use of SSN in Investigation and SEL check 3-17-14.  The Justice Center is directing that this information be obtained by the investigating entity (which can include OMH or our licensed providers, depending upon who is designated to investigate a particular incident), upon the consent of the subject custodian or from the applicable facility or provider agency.  The authority to obtain this information can be found in Justice Center regulations 14 NYCRR Part 702 (available on its website:

As indicated by the Justice Center, this information is important to assist in verifying the identity of subjects of reports of allegations of abuse and neglect in the Vulnerable Persons Central Register (VPCR).  Please note that per the attached Memorandum, you will be unable to close a case unless this information has been obtained.
