IMPORTANT: HARP Enrollment letters – Housing Providers need to look at this

This email is critical to all housing providers, regardless of whether or not you bill Medicaid for services or anticipate being an HCBS provider, because your clients will be getting these letters at their home addresses; they will certainly direct their questions to your staff. 

Prior to enrollment in a HARP, notifications must be sent to Medicaid beneficiaries who are considered HARP eligible to let them know how their benefits will be impacted.  For the past two weeks Medicaid Managed Care plans have been sending out notices to enrollees about the new behavioral health services under managed care and HARPS.  The New York State Department of Health (NYS-DOH) has finalized additional notices that will go out to Medicaid beneficiaries that will be eligible to enroll in a HARP.  NYS-DOH has contracted with Maximus as the enrollment broker to send out the notices.  Depending on the response from the individual to the original notice being sent by Maximus, there are potentially a series of letter that will be sent to any one person.  Starting on August 24, people will start receiving letters from Maximus. Depending on what type of Medicaid Managed Care plan the person is already enrolled in, they will be categorized into one of three groups that will receive letters specific to their situation.  The different groups are:

People identified as HARP eligible enrollees that are already enrolled in a Medicaid Managed Care plan that has a HARP product.  These people will receive this letter:  HF_ENG_HARPAnnouncement_A_Passive_With_Sister_Plan_Final_08_03_2015  The letter will be mailed August 13-17.  People in this group will be given an opportunity to:

  1.  Enroll in a different plan that offers a HARP product;
  2.  Opt out of receiving HARP services, or;
  3.  Be passively enrolled in the HARP product their current plan offers if they do nothing.   For people that do nothing and are passively enrolled DOH will mail another letter informing them that they will be passively enrolled in the HARP offered by their current plan.  Those being passively enrolled will receive this letter: HP_ENG_HARP_Passive_Enrollment_Notice_From_Sister_Plan_0615_REV_A_FinalDraft_063015 .  This letter will be mailed out September 13 -17

People identified as HARP eligible enrollees that are already enrolled in a Medicaid Managed Care plan without a HARP product.  These people will receive this letter:  HF_ENG_HARP_Announcement_B_Voluntary_No_Sister_Plan_0615_REV_A_Final_08-03-2015  The letter will be mailed out August 13 -17. They will be given an opportunity to:

  1.  Enroll in another plan that offers a HARP product;
  2.  Remain with the current plan that does not have a HARP produce.  If the person chooses this option they will not be able to receive HARP services.
  3.  If they do nothing they will receive this reminder notice that HARP is available as an enrollment choice: HV_HARP_Voluntary_Outreach_No_Sister_Plan_0615_REV_A_FinalDraft_063015      This reminder letter will be mailed out on September 1.

People identified as HARP eligible enrollees that are already enrolled in a Medicaid Special Needs Plan (SNP). These people will receive this letter:  HS_ENG_HARP_Outreach_Announcement_Voluntary_for_SNP_Enrollees_0615_REV_A_FinalDraft_063015  They will be given an opportunity to:

  1. Enroll in another plan that offers a HARP product;
  2.  Remain with the current plan that does not have a HARP product.  If the person chooses this option they will not be able to receive HARP services.
  3.  If they do nothing they will receive this reminder notice that HARP is available as an enrollment choice:   HP_ENG_HARP_Passive_Enrollment_Notice_From_Sister_Plan_0615_REV_A_FinalDraft_063015   The reminder letter will be mailed out on September 1.

Once all of the notification letters have been sent and Medicaid beneficiaries have made the decision on how to proceed, enrollment into HARPs will begin on October 1, 2015.
