The Director of Finance is required to plan, direct, and coordinate the activities relating to accounting, fiscal reporting, debt management, cash management, and investments, for Transitional Living Services of Northern New York. The Director oversees and supervises all the financial and accounting activities of the agency. Ensures compliance with agency policies and procedures, as well as state and federal guidelines. Performs financial tasks to maintain fiscal records and prepares financial reports to facilitate accuracy in the annual audit process.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Develops program goals in conjunction with the Executive Director, participates in strategic planning, assists in developing short and long-range goals for the agency, and manages funding decisions recommendations.

Suggests growth (or stabilization) strategies, prioritizes needs, identifies threats and constraints, and suggests possible solutions to the Finance Committee.

Oversees agency budget preparation, monitors budget on a monthly basis, and identifies opportunities for operational efficiencies and cost savings.

Prepares monthly financial reports (i.e. P&L, balance sheet, cash flow report, B. Vs. A, receivables and investments) as required by the Board of Directors, Executive Director, and state and federal agencies, and analyzes the information the reports provide to identify trends.

Develops implements and maintains the policies and procedures for the financial operations of the agency, ensures compliance with federal, state, and local regulations as they apply to the financial and control systems and procedures, and ensures accuracy of financial records.

Supervises the financial staff, evaluates the staff’s performance and promptly handles personnel issues.

Acts as the management representative in contact with independent and outside auditors (i.e. NYS Office of Mental Health), and coordinates all audit activities.

Oversees, financial accounting systems, purchasing and ordering systems and procedures; ensures accuracy and completeness of all information provided to management, prepares reports based on the data from the various financial systems, and facilitates training of the staff, management, and Board on the collection, analysis and interpretation of financial data.

Monitors and manages all accounting and book keeping procedures followed by the Financial Department.

Oversees agency retirement plan and other investments.

Ensures compliance with HIPAA and Corporate Compliance programs.

Implements and monitors management of employee benefits in conjunction with the Executive Director and/or Director of Human Resources.

Oversees the accounts receivable system including Medicaid and other billing.

Manages funding decision recommendations, and assists in the application and management of any local, state and federal grants for the agency.

Maintains good working relationships with banks and other financial institutions, represents TLSNNY on local, regional and statewide financial committees for affiliated agencies and forums, and remains active in community leadership roles.

Ensures fee policies are current and consistently applied, and quarterly vouchers are accurate and submitted.

Ensures accuracy and completion of the CBR and CFR for OMH.

Supports the goals, objectives, and philosophies of TLSNNY.

Will participate in the Director’s on-call rotation.

When designated, acts as Director in charge in the absence of the Executive Director.

Other job related duties as assigned.

SUPERVISORY RESPONSIBILITIES
Directly supervise employees in the Finance Department. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Bachelor’s degree in Accounting from a four-year college or university and five years related experience and/or training with 2 years supervisory level experience. Master’s degree preferred with experience with CFR’s and Quickbooks in a not-profit, health care setting.
