FIDA Webniar September 9, 2015

ACL Note: The following webinar is relevant to all Medicaid providers that serve dually eligible clients (Medicare/Medicaid).   The Community Residence Medicaid benefit IS IN THE FIDA PACKAGE NOW, even though it will be delayed for MC/HARPs by a year.  FIDA is a demonstration project with a very slow roll-out because clients are allowed to opt out and most are doing just that.  As of Aug. 1, it had enrolled around 7,700 people, while 54,287 have opted out. State Department of Health officials say the goal is to enroll 100,000 people in the downstate region, which includes the New York City metro area.  NY is asking the federal government to extend the FIDA demonstration project for an additional two years from Dec. 31, 2017 to Dec. 31, 2019.

FIDA is supposed to integrate care and encourage providers to work with one another. The state expects it will reduce costs by keeping some of the sickest patients in New York out of the hospital. But, so far, beneficiaries don’t seem to see a benefit for themselves, and have been opting out the plan, preferring to use a Medicare card for episodic care and their Medicaid benefits for long-term care. That’s left insurers, which need enrollees to justify their networks, in a bind.  ArchCare, one of the smallest insurers offering FIDA plans, said it would withdraw from the program as of November 1.

Although you may not have any or many clients that are in FIDA plans, it might be a good idea to attend this webinar as the state works to increase enrollment.
